I would say moving from Secretary of State to President is a bit of a promotion. My point is that he is basically saying if she were in office, she would have clearances revoked or other sanctions, so shouldn't that apply to her if she becomes president, too?

If a crime requires intent than ignorance is an excuse. Some crimes require intent, others dont. For an example, manslaughter requires no intent, 1st degree murder does.
