I enforce similar rules and will be doing so all weekend. Independence doesn't mean you can do whatever you want, but do whatever you want so long as it doesn't interfere with others. The rules are established because it'll be a big crowd of people doing stupid shit. For every nine people who would say "Sorry it's in your way; I'll move it" there's that one jerk who doesn't care about anybody else.

Most generators are loud. Well, the cheaper ones, anyway, but that's what most people buy. You want to be crammed next to somebody with his loud generator going all day? Because without enforcement that's exactly what they'll do. What about five generators around you?

People don't care that there will be a crowd. They'll get there early and take up as much space as they can to stretch out. They'll put up a whole bunch of tents, take up a lot of space, and block the view of the people behind them.

90% of people have two beers, quietly, and that's that. That leaves a lot of people who have 15 and bother everybody with their drunkenness. I've seen stone-sober wives with crazy-drunk husbands in a vehicle and guess which one was driving home?

Dogs are the worst. Off leash running around, barking at everything (especially fireworks) and causing problems. The last bite I got was from an owner who told me "Don't worry, the dog is friendly." Even Cujo's owners will tell you it's friendly. There are dogs that will sit there and bark for 12 hours straight. I've never in my life met an owner who said "You know, our dog's barking is bothering people. We should probably leave."

The biggest part of my job is spotting tiny problems and stopping them before they escalate into bigger ones. Setting these rules, however strict, help to do this.

Guess which parks tend to be the nicest places to visit with a family? They're typically the ones with strict rules and "asshole" cops who enforce them.

Edit: especially the alcohol thing. Imo we never strictly enforce it, the 60 yr old couple with a bottle of wine kept out of sight pouring it into glasses and quietly having lunch don't get bothered. The adult Rec leagues/ gang picnics/ car show jack-offs who arrive wth cases of beer or are passing around bottles of cheap liquor are the problem and having the rule in place allows you to nip their potential unruliness in the bud.

There have to be regulations otherwise you have no justification to stop problems before they start. One of our facilities is within walking distance of Sex Money Murder territory. They like to hang out and drink, but because so many of them are parolees or on probation they're usually willing to leave without a problem if there's a complaint. Would you like to have them as neighbors while you picnic with your family or walk your dog? Do you want a bunch of dumb drunk rednecks setting off fireworks 20ft from where your kids are playing frisbee? How about some Eastern European immigrants cooking on a propane grill that's leaking gas because they couldn't read the instructions to put the tank in? A little flame jet and/or explosion never hurt anyone.

I mean I definitely simplified it, but that's a fair point. I'm just saying that rather than having a ton of ridiculous rules it could be simpler allowing the law abiding folks to still enjoy their time there. And plus a lot of the rules they have are trying to prevent things that already qualify under 'disturbing the peace' type laws. I get what you're saying about the cops though

Why would we object to these rules?

Generators and propane grills can be loud, but they can also explode if they get too hot or if sparks fall in the gas. It's a safety issue.

Tents and shelters can be a fire hazard, plus they take up a lot of space and obstruct people's view.

Given the fact that bags and coolers could easily harbor a bomb, 3 isn't unreasonable. Perhaps if they're searching everyone's bags indiscriminately.... but the next two rules could even justify that.

Banning alcoholic beverages on public property is probably the most restrictive... but too many people take the 4th as an excuse to get roaring drunk. Unfortunately, it's nearly impossible to sort those people out before there is a problem.

No personal fireworks: Duh.

They're closing various parts at 7... That just seems odd, but I'd imagine there's some other reason for it.

Notably, they didn't ban firearms, which I would have expected. Given that, these seem more like reasonable restrictions for being on public property during a special event than anything heinous.

These are safety and etiquette rules. They're not unduly burdensome, have a compelling interest and are entirely optional.

If the government has the power to put on a fireworks display, it has the power to enforce rules like this in the public park where they show the fireworks. What's more, it should enforce rules like this. Not doing so would be foolish.

They are, but calling it public land does not mean it isn't private property. It's land specifically in use and cared for by a specific agency for a specific purpose. They have rules/regulations to make sure the largest number of people can safely enjoy the park. One drunk idiot with a generator hooked up to a nice speaker system can easily clear out a whole picnic area. One jerk-off who leaves a large heavy tent bag next to a trash can can get the whole area cleared for local PD's bomb dog/team to work.

If neighborhoods can't have certain social standards, the common public spaces are quickly overrun with inconsiderate types with their drugs and alcoholic attitudes and antisocial behavior and celebratory gunfire. Few public spaces are relaxing in crowed American urban areas because casual inattention can invite bad result. Best stay sober inside sitting safely in the bathtub with doors closed, windows boarded up and sufficient overhead cover in case of falling fireworks.
