I'd imagine it'd be a marketing team picking out of a selection of designs by Adidas after some market research

It's possible that some of the 'leaked' designs throughout the year are to test the waters and general feedback

I'm going to guess the following people are involved based on my own experiences with having things signed off that are public facing:

Woodward, Glaziers, Sir Bobby (just in a 'do you fancy a look' role out of respect), Senior Marketing Manager of United, PR Team reps for United (won't have anything close to final say, but might have ideas on what people have said about former stuff, which will hold some weight), Manager, Kit Man.

The last 2 will be involved for a couple of reasons. Manager will need to know what they're wearing in case he can see a genuine football reason not to wear it (ie: too baggy and easy to grab round the waist). As will the Kit man (ie; to avoid the shitshow that was the Swiss kits at the Euro's). They won't have final say, but again, will have an opinion that holds weight.

Final say will always be Woodward and the Glaziers, but I would also suspect the chief of Marketing will actually be the one that does so with them.

This is the soul destroying part for many designers particularly of multiple concepts are involved. 90% of the time if you offer option a vs b they'll say "I like (thing) from A and these little bits from B, can you try another concept with both of these features so I can feel more important?" And then option A/B is a shitshow made out of two half concepts working independently in the same design, glued together with designer tears just to appease a bunch of suits that said you'll never make it as a designer craptionbot, ever.

A smart designer only changes one or two things and explains that in his prototyping of the rest of the feedback, he discovered it didn't 'sit correctly' and didn't want to waste their time with poor quality work. ;)

I seen a video a while ago of Ajax players being pranked when they were shown kits of next season but they weren't good kits so maybe players have an input otherwise it'll be weird pranking the players when they usually don't do that stuff.
