Misleading.

Now, there are 3 things we need to pay attention to.

  1. Look at second screenshot with current sale price for Skyrim LE. It's not shown but the supposed "full price" is $65: game $20 + dlc1 $20 + dlc2 $20 + dlc3 $5.
    Now look at the regular discount, it says -39%. Math: [$65 * -39% = $40]. $40 is a regular price for current Skyrim LE outside of sale. Same as it was before.

  2. The new bundle system on Steam allows people pay only for things they do not own from certain bundle while still getting good discounts. Is it good for everyone? You decide. But we need to notice an important thing: when the new bundle is on sale, the discount gets overridden. Old bundles do not work this way. They sale discount gets added to their original permanent bundle discount. See example (ROW link): permanent bundle discount is 10% ($29.99 vs $33.28), and sale discount is 75%.
    Current sale discount for Skyrim LE bundle is 59%, and it is not added to original 39% discount. That's why the price is [$65 * -59% = $26.6] and not [$65 * -39% * -59% = $16.2].
    Whether it is intentional or not - you decide. This is how new Steam bundles work for now. Valve may ar may not change this in future.

  3. Current discount for stock Skyrim game is only 50%. If you check the price history at SteamDB, you'll notice it had all kinds of discounts including 40%, 50%, 66% and 75%, and "the older it is - the better discount is" is not always a rule. So, if you expected to get a huge discount on LE while current discount for the main game is just 50%, sorry for you.

Most likely it was. But only thanks to flaw in the old bundle system. We may call it a feature too, but it was great so nobody complained.

That's how it probably looked like to you: [$40 * -75% * = $10] (I'll use $ for simplicity)

This is how it actually worked: [$65 * -39% * -75% = $10]

This means that technically full price of Skyrim Legendary Edition was always $65, it's just that both old bundle and new bundle have permanent discount equal to -39%. Previously, the discount was applied to bundle, now the discount is applied to full price.

Yes. basically:

  1. Legendary Edition was $40 before, it is $40 now.

  2. The overall discount on game/dlc/LE is about 50% during current sale, while everyone expected 75% or more.

  3. Not everyone realize that sale discount work differently for all new bundles on Steam.

I inderstand why they did it, but did SE really require so much money and effort to make, to warrant this price raise? I doubt it. Shame shame shame Bethesda.

Not illegal here. Why should it be? The government shouldn't tell businesses when they can and can't change their prices or waste time on such a trivial thing.

Here it can only be counted as on sale if it had its previous price for 30+ days otherwise it is counted as false advertising. Its a law put in place to stop companies fucking over the general public.
