Probably not a "psychopath" more likely a kind of an adrenalin junkie* who thrives on certain types of aggressive/bullying behaviors, and so driving like that** is probably how, or at least one way, he gets his "fix". (And alas, more's the pity, he's not entirely "wrong" about other people driving like that; it's certainly not EVERYONE, but when you get into heavily populated cities, the chances of encountering more of his type increase, especially at certain hours of the day, and in certain cities, parts of the city).

* Adrenalin is the "fear/fight" hormone -- gets naturally elevated in "dangerous" situations, whether the danger be from other people, or just extreme behaviors and things like "driving near the edge" (of a cliff, proverbial or literal) -- some people only feel "alive" when they're pumped up on it.

** It probably ISN'T about the speed itself -- if the speed limit of the road he was on was 40, he'd probably be tailgating aggressively passing in the same way, but then once he had a clear road (no one in front of him to "bully") he's probably only be doing slightly higher than 40 (maybe 45 or 50) -- it's the idea that he's able to "bully/intimidate" people to get out of his way and a higher speed is part of that equation. Hence the reason he slowed down when you got out into an area with low (or no other) traffic.
