This is not actually true, at least not in my experience. I've been taking clonazepam for about a decade, FWIW. I see my psychiatrist every 6-8 months. He writes a physical script which I then take to the pharmacy a single time between visits. If my appointment ends up needing to be moved and I'm out of refills, my doctor is absolutely able to call it in. I don't have to present them with a physical script every month. I also pay maybe $20, uninsured, for them. The bupropion is more expensive by far.

YMMV, of course, and everything I've stated above might be dependent on the dosage, too. Regardless, it is a huge pain in the ass and you definitely can't pick it up early. I also believe the prescription can only be called in once before they require another physical script. There's no way she would ever ruin her entire script just in the hopes of catching OP (especially since she'd have to do this for, what, like six months straight in order to catch him, since he claims to be courteous and so sparingly steal her medication).
