I may have misread the article or assumed. France and Germany has been having major issues with refugees enforcing Sharia law. They also stopped reporting whether it is refugees, a large portion of the time. Could be that I filled in the gaps.

Also, most of the time, Muslims that were born in a western country have integrated to the point that seeing others drink isn't a big deal. Usually these issues are immigrants and the largest force of immigration are the refugees. My mind must have just made some logical leaps in filling the information.

Regardless, a lot of these issues could be fixed with harsher penalties like threat of deportation for non-citizens
