Not necessarily. Ander Herrera and Luke Shaw were agreed upon before LVGs arrival, he even admitted so himself.

This is false. The groundwork for those two transfers were laid but LVG still had to approve them. The manager has always had the sign off on players. LVG said that he said 'yes' as he liked both players.

It was said somewhere in the papers that Mourinho has last say in all transfer matters. I don't know how far this is true though.

fair, but that is said pretty much every time a club appoint a new manager. that way if the transfer flops the responsibility rests solely on the manager's shoulders.

    I wouldn't say either Varane or Zouma were relatively unknown. They were hyped to be the best young defenders in France before moving clubs. Bailly was a complete surprise.
