So not a layoff as much as never started. I'd be mad too. You're at square one, unless you have any legal remedy (unlikely in the US in at will states).

IANAL, but at-will covers your status once you are an employee, which OP was not. The employer may have committed promissory estoppel (depending on the state) and OP may actually have cause to take legal action in this situation.

You can always sign over your lease if you need to move. It's a bit of a hassle but most landlords don't care as long as the new guy matches their criteria, and they'd be happy not to have the vacancy.

Often you can buy your way out of a lease with a month or two of rent, or by forfeiting your deposits.

It may be already in the lease, or can be negotiated.

Not much you can do unfortunately except move on, and find another job. They are scumbags though, but don't sully your name by looking vindictive. Take the high road and move on.
