There is something called the Flynn affect where IQ is being readjusted to be 100. Europeans and East Asians still stay ahead of the others at the IQ tests, but more importantly, they win in school and job performance. They are more likely to be doing the STEM jobs that pay a lot. Ultimately, though, I think it's the curious and intellectual type character of Europeans and East Asians (the Big Five trait of Openness). Combine that with less crookedness and more conscientiousness (includes goal orientation, work ethic, self-discipline), and the result is people who are better at creating modern neighborhoods and societies.

When it comes to brain size and brain quality, they are not the same thing. I heard in a psychology class that there was once a surgeon who died and had an autopsy done. What they found was that he had half a brain. This guy obviously passed medical school and was able to perform his job as a surgeon well enough to keep doing it. I think when race is considered not only are the brains getting bigger, but they're getting better as well. So it may seem like bigger is better, but it's not absolutely true. Brain science is really complicated with lots of odd stories and experiments and things that seem contradictory.
