I'm not so sure. It's technically an FA competitive fixture.

It's a super cup, which is a competitive match, under the jurisdiction of the FA.

Do you have any other insight? I'm too lazy to look for proof at this point.

You can make more than 3 substitutions so it's not a competitive fixture.
