Proposed Engine Powered by Fluid Dynamics

The float actuating on the torque axis would move the outer sphere with the transfer of its kinetic energy as it falls from its initial state into the liquid. Once the float is sufficiently saturated with the liquid, its lattice structure which is designed to expand and lose volume upon contact with water, it will rise up (due to buoyancy). The oscillation of this transfer of energy would be controlled by a microprocessor controlling via a lock/ratchet mechanism where by which the engine's efficiency could be maximized by releasing the float after a full lack of saturation (where by which the float contains the highest potential energy). The float and liquid would ideally be made of substances which maximize the dynamic of changing density/buoyancy upon contact, the greater the gradient between these the higher the output of this proposed device.

Where's the proof of concept? You even said the inspiration in the youtube video isn't even self-sustaining.

You missed the fucking point, what is proposed is the polar opposite of the failed attempt of over unity demonstrated in the video. Its included to help conceptualize how the device is meant to work in its optimal form. The core is to have a liquid and a solid interact in such a manner that once the boundary layer between the two had passed, the buoyancy and change of density (keeping in mind these are metamaterials designed for just such properties) would raise the float back to a kinetic potential. After having been saturated the float would either not have the same mass or displacement, which after being un-submerged could be returned to its initial state (possibly by the gas contained with the inner sphere and a catalytic reaction) and thus precipitate harnessable energy, with each repetition of the cycle adding to the tangential velocity of the outer sphere.
