Definition of RPG is too vague for anyone to prove Fallout 4 is not an RPG

True, but at the same time Fallout 1, 2, to some degree 3 and New Vegas all had a heavy focus on character building, and playing a certain type of character with strengths and weaknesses, which many would define as Roleplaying, and Fallout 4 significantly lacks those features. So while it can still be classed as an RPG, it definetely doesn't work in terms of RP very much.

Not to nitpick on the guy, but explosives have always been tied to perception, so it's placement in the perception tree makes sense.

I think what he meant was that you need a certain amount of ranks in Perception in order to use the Explosives perk.

In previous games, while Perception(And Agility in 1 and 2) helped with Explosives, they were not prequisites. You could potentially have a character who specialized in Explosives, but was otherwise not particularly perceptive.
