They would but the problem is that denuvo is not intrusive and doesn't cause any problem to paying users. The only way to make users rebel against it is to DDOS attack the denuvo activation servers (codefusion I guess) on the release date of major AAA titles and keep them down for as long as possible. The players won't be able to activate and play their shiny new games and will begin to complain. Do this for 3 or 4 games in a row and the publishers will be forced to drop denuvo due to the users menacing not to buy games that use it. The problem is that you need a botnet to do all of this and if you get caught you can end up in jail.

Denuvo use Steam servers, good luck DDOS them xD

It checks just the key from steam, the activation itself comes from their own servers. If you check the ip during activation you can see that it's codefusion
