I dunno mate, I've worked at summer camps and stuff before and I don't think I've ever seen a child wear a low cut top, a short dress/skirt, make that pose, or make that facial expression. If it's not suggestive, what is it supposed to be then? I took one look at the image and felt disturbed that someone drew it. Sue me for having an opinion.

The top imitates the armor(?) Lotus wears ingame. Hands OVER breasts would be the opposite of sexually suggestive; cupping them would be suggestive, not obscuring them. The toes-turned-in stance is commonly used to portray cuteness and shyness, yes, but not in a lewd way as you're suggesting. Sorry, but you're projecting on that one.
tl;dr, some of you really need to see a shrink if you see a little anime picture and immediately think dirty thoughts.
