Yes, it does. This is a remake and a re-release. It is not the same version from 1998. It should have been fixed. No excuses for lazy development.
It's definitely noticeable, if you can't notice the difference between 30fps and 60 you're likely blind or just don't play games.

30fps is ALWAYS noticable. Unless you have terrible hardware, then you are used to terrible framerates.... and well, have fun w/ that....

And I do not care that some games are locked at 30.
This port seems to be one of the better ones.
"twitch actions" have no bearing on noticing that a choppy frame rate sucks. You can't tell the difference? You have bad vision. End of story.
