I think you are confusing purges with genocide and there is a very big difference there in regards to intent. Soviet Union never had an overarching plan for mass genocide in the 1930s.

Economy was much worse in the 1990s for the Russian federations. The economy is mostly suffering from the low oil prices and not from Western sanctions.
