Question about Champions League/ Europa qualification (self.reddevils)

With Liverpool in the EL final and City out of the CL, does that change how PL teams can qualify for either competition? Thanks!

If Liverpool win, then five teams from the PL will qualify (top 4 + Liverpool). If Liverpool lose, then the top-4 will be in the UCL next season.
