In the past maybe. City hadn't been a fashionable or successful club in the Premier League era, and it's likely many players in Europe hadn't even heard of them (as "Manchester" is often used as shorthand for "Manchester United"). So there's a possibility in the early days of City's financial doping that they opened negotiations by saying "we're negotiating on behalf of Manchester" etc. Not a lie, but not necessarily the whole truth. However the idea that players (or at least their agents) actually signed deals still under the impression it was United I highly doubt.

No, that isn't how it works. Damn near every business transaction above the retail level involves some type of developed relationship between the two parties.

Let's say you want to sign one of Jorge Mendes clients, you would either have to get in contact with the selling the club or Mendes. But who exactly would you talk to? Someone in your organization would need to have a contact at the selling club or with Mendes organization. Otherwise you would just be cold calling someone's secretary and begging her to pass along a message.

I would imagine the breakdown in the cases of Toure and Robinho came from those players having English as a second language and the only thing they heard was "Manchester". No agent would be able to keep a client by using some bush league bait and switch tactic.
