two things, 1. i meant it literally. 2. That means states and other branch of the government can technically make their established religion. The phrase of the separation of church in state came from Thomas Jefferson during his presidency.

Right but when the Supreme Court interprets these things they go back to statements made by the founding fathers to get some context on what is meant by the words In the constitution. Also yes you are correct however the Supreme Court has interpreted "congress" in the first amendment to apply to all branches of government and the first amendment has since been incorporated to the states.
