If City wins the champions league, but fail to be in Top four... Will they qualify ?? and if they qualify, what happens to the fourth position team ? (in that case we will be fourth position)

edit: I now realise that OP's question was if City don't make top four. However it's true for both City and Liverpool if I'm not mistaken.

CL winner gets qualification regardless of where they finish in. EL winner also gets qualification, but if they (EL and CL winners) both finish out of top 4 then the 4th place team will lose their qualification place to make way for the EL winners.

Only 5 teams from one league can be in the Champions League and both Champions League Winner & Europa League Winner has priority over the team that is 4th.
