Aside from how Americans say dates (i.e. November 4th), the month is generally a more useful piece of information to hear first. For example, is it more useful to know that Dr. Strange is coming out on the 4th, or that it's coming out in November?

If it's far enough away the month is more important than the date, you might as well leave the date off altogether. Making it 11/2016

Not businesses that deal internationally. My company enforces a ddMMMyyyy policy to prevent confusion internationally. Ie 12APR2016

Depends on how far away something is happening. If someone tells me the date of something happening in a week or two (let's say on the 22nd of April) it's more useful to me to know it's the 22nd, not April. If something is happening in a few years, I'd rather hear the year first.
