They're finally moving away from rote-based Education. There's a lot of pressure and movement from the top right now to push "Active Learning" and modernize the teaching. Younger teachers are starting to make an impact now, but the older generation's still dragging their heels. This is unfortunately how things go.

Should be said that the goal of English education for a long time was demonstration of familiarity, not fluency. This got locked up in the entrance exam system and now, despite Government bureaucracy trying to pressure teachers to change. Thanks to having long ago turned over test-making to 3rd party companies to make, making the system change has fallen on universities changing their requirements.

To be fair, Japan's cultural homogeneity and prevalence of their native tongue makes substantial exposure to English in daily life pretty much impossible. When all manner of signs and instruction manuals are in Japanese, it really sets the tone throughout the nation. At least, that was what some Todai debaters told me after we BTFO'd them in competition as high-schoolers .

There is also, I suspect, an undercurrent of nationalism that has stunted the development of English education in post-war Japan.

As an English major, seeing all this Japanese text is disgusting. You should never rely on your native language when learning another.

My country has a lot of Japanese families that come here for a few years because their parents work at the local car business and I teach their children English. We do just fine with 100% English material and communication (my Japanese is very basic too so I couldn't rely on that even if I wanted to) and I notice the severe pronunciation problems that they have because they are used to translating everything to kana.

It's terrible, the regular non Japanese students that I have don't have half the issues that they do.

Not if you know the language. In most of my classes there was just a teacher who sat at the back of the class and did nothing while I taught. Thanks for the link. Glad to see that the textbook for JHS year 1 they're making the focus of the curriculum of semester 2 and 3 on pronunciation, phonics and phonetics. This has been a serious gap for a long time. Really curious to get my hands on the new textbook now.

"Eat" only conjugates to eat, ate, eaten, eating and a few others.
The rest, like "I would have been" is the same for all/most verbs.
Let's look at the italian version of that:

Io mangio
Io mangiai
Io mangerò
Io ho mangiato
Io avrò mangiato
Io stavo mangiando (not a perfect translation, pretty sure we do not have this)
Io sono stato a mangiare (?)(even more untranslatable afaik)
Avrei mangiato

And the way the verb conjugates changes with different verbs. You have to learn the 3 main different "conjugations" (most verbs follow one of these 3) plus there's the irregular verbs.
Italian also has lots of weird stuff like subjunctive (which even ITALIANS get wrong a lot of the time*).
For example here's another verb conjugated at the PRESENT SIMPLE ("to die" - "morire", this is 3rd conjugation so not irregular):
Io muoio
Tu muori
Egli muore
Noi muoriamo (also written without "u")
Voi morite
Essi muoiono

In english: I die, you die, he dies, we die, you die, they die etc it's all the same and much simpler.

The advantage is that the verb itself tells you if it is plural or singular so there's no need for pronouns in italian most of the time, unlike in english.
So you can write "muoio" instead of "I die" without "Io" ("I") since it's implicit.

*getting your subjunctives right is a sign of not being a lowest common denominator pleb in italy.

Live 2 years in germany knowing only the most basic stuff, talk to germans all day and you can learn a decent level of german.

Only if your native language is in the germanic family or something

Having a basic grasp of a familiar grammar makes anything easier. Since English and other germanic language generally share a broad grammar, it's easier to pick that up just through absorption but you still need to study a bit too.

Besides it's been proven children are especially apt at picking up new languages
