Doing anything other than focusing on driving while your driving is dangerous. You pull up to that red light and get on your phone and you don't notice the SUV behind you that looks like it's not going to slow down in time. You aren't the only danger on the road.

You're not going anywhere if you're stuck in the middle lane surrounded by cars. If you're at a red light and not in a right turn lane, there's nothing you can do in that situation.

Definitely true. But there's definitely some hypotheticals where you could have control. Also someone ramming you from behind is a stupid reason to not look at your phone, just not being distracted and not being tempted to be distracted between lights is enough.

You find me a person who looks at their phone ONLY at red lights while driving and I'll find you a pizza shop without its resident stoner employee. Sure it happens but it's hard to believe, and happens much less often than the former.

At a light? You're not going anywhere, especially if there's other cars around you. And if you're at the head of the line pulling forward means going into active cross-traffic that has the right of way. In fact, avoiding a rear ending could put MORE people at risk if the car coming up behind you completely fails to stop and is T-Boned in the intersection...

I mean, this is a hypthetical, and not all lights are 4 way, some are 3 way, and sometimes there's berms (brims?) on the side of the road you could pull off to. So.
