And the implicit assumption that undergirds the phrase "are you high?" is one that suggests the person is behaving in a way that is deviant, that is 'worse' than the behavior of a person who isn't high, and therefore is a judgment on both the person in question and on the subject of substance use overall. Stigma and shaming doesn't have to be explicit -- same thing as when someone uses words like 'flabby' to describe objects or ideas, they are engaging in implicit fat shaming. Point in fact, the types of implicit shaming and stigmatizing that inhabit language around all kinds of things (race, gender, sexuality, class, ability, neurodiversity, on and on and on) are often far more invidious forms of discrimination than explicit shame and stigma.
