I'm confused how he can be in any type of legal trouble for reading dumps and figuring out statistics of supply drops. Does anyone know exactly what Activision did to threaten him?

That's not true. When you download that stuff you agree to the terms of agreement, some of which pertain to disclosing certain information.

It's illegal. The thing is though, there are lenty of other data miners they aren't going after. They are going after DF because he was looking into the supply drop rates.

Activi$ion can't have that. If people knew how piss poor the rates were they wouldn't be spending money.

But it's illegal to dive into the game files when you've accepted a ToC that states you're not allowed to, furthermore, while I rather enjoy his offline mods, they are also illegal as it's altering the game files, and this also happens to be against said ToC.
