actually yes. there's been lots of studies on the development accents in language acquisition and the general trend is:

young children tend not to develop accents because they're fucking knowledge sponges. they don't have one language ingrained in their head so they're able to juggle the differences between two or more languages. teens are dependent on the rigor of which the language is practiced and studied; obviously the more you study/practice, the less accent. adults are almost guaranteed to have an accent of some sort.

I've know at least 10 people that moved to an English speaking country not knowing a word of english over the age of 10 who have not a single hint of an accent as adults. fuck outta here.

just because you can't hear an accent, doesn't mean that native speakers cannot.

Almost guaranteed might be overstating it, but its much more likely that you will struggle with accents and fluency if you start learning after that age or so (maybe a bit later - havent read anything recently on the ages)

definitely. ultimately depends on when you start and how hard you work at it.
