Incorrect! It's legal to use an illegal weapon to defend yourself, if the situation warrants it. You'll still be charged for possession of an illegal weapon though...

She may be charged for possession and usage of an illegal weapon, she's not being charged for defending herself from rape, and if she would, her punishment would be very mild.

I fail to see how "this shit is happening because of refugees." Yes, we are facing an issue of women being violated by refugees, but the pepper spray is a completely separate thing. Pepper spray is illegal, she knowingly carried and used an illegal weapon, and she got a small fine as a result. And I mean very small fine, I mean you get a bigger fine for riding the bus without a ticket so it really isn't more than a slap on the wrist.
