Disagree, they should not make any implementation "the default". They should just share the hashpower of non-voters proportional to the results of people who actually did vote.

Which, at the moment, would result in Classic having ~89% of the hashpower.

This. Its only fair. Turning to underhanded or lopsided voting only mirrors the tactics of core and /r/bitcoin moderation. In order to rescue bitcoin, Classic needs a moral win, not a win by any means.

I agree that this would be the most neutral approach, as long as miners are given plenty of time (24 hours? 72?) to vote before the non-voters are committed to supporting new policies.

This is absolutely correct. To have it anyother way (default Classic or default Core) would be the equivalent of the US elections counting every citizen that didn't vote as a vote for the incumbent candidate.

I'm undecided here, while it would be the most fair to distribute non-voters according to the voters - this would be fair if ALL of the mining pools gave the chance to vote and did it the same way.

Slush can actually lead the way here and we should ask of other pools to do the same.

For example the way F2Pool is doing it is completely distorting the picture and horribly unfair as implemented now. Just making an option to mine Classic while counting those who just don't care as Core is horrible way to do it if they do no plan to change it.

They should make Classic pool, Core pool and distribute the rest proportionately. I guess the Chinese do not have much experience with democracy :D (sorry, had to have a dig, no offense intended)

EDIT: On the other hand, it would also make sense to dedicate the remaining hash rate to the winning implementation, also just like in elections when only one can ultimately win (president for example), this applies here also, so would make sense too.
