Judging by the quality of the work, I'd say any drunken idiot with a homemade tattoo gun could do that for about $10 or so.

The vast majority of talented and responsible tattoo artists would never tattoo a person's face. Even if they did so, it would only be someone that they knew well as a heavily tattooed person, and even then only with several 'are you sure you wanna do this?' kind of sessions.

I had a judge friend of mine give me some great advice 20 years ago or so: "Never get a tattoo that a judge can see." I've stuck to that advice.
