I believe the numbers also count Northern Ireland emigration, so it'd be disingenuous to only look at RoI.

They do because all NI citizens are entitled to Irish citizenship, but in terms of the amount of citizens living in the country vs outside the country, the 4.5m figure gives a clearer picture.

Northern Ireland only became a separate country after the partition in 1921. The vast majority of immigration to US happened when Ireland was still under complete British rule.

Also the now Republic of Ireland will give you an Irish passport even if you were born in the North as they believe "It is the entitlement and birthright of every person born in the island of Ireland, which includes it's islands and seas, to be part of the Irish nation"

When filling out a passport applications I believe that this is extended to parents/grandparents.
