Getting out of the city should not be easy. Everyone will be hunting them and with a price on their heads even the thieves.

Oh, this is gonna basically take over the campaign. Originally they were here to set up trade between nations / research how to purify the tainted water source back in their home base area.

Now i'm planning bounty hunters from that country, npcs to hunt them down, punishments for them back home from the queen (who of course will not kill them, but still make them regret disappointing her)

this is assuming they make it out of the city, their main front line fighter took a quarterstaff crit to the head, i'm not expecting him to wake up anytime soon. they need to decide to ditch him or carry him while escaping.

debating on having them captured instead of tpk, and basically making them to decide between being double agents, or death.

You could also introduce a faction that opposed the current (previous?) leadership of the nation that helps them out or something.

Perhaps rebels or insurgents that help smuggle them out in barrels, or try and get the party to help take over the city

This could work really well, especially if they have to leave the fighter for dead. If he'd be up for it he could play one of the people helping them. Would require a fair bit of trust in his ability not to metagame though

Someone mentioned it earlier, but I think it's worth reiterating: maybe the queen wanted this to happen. She, or some other controlling force, wanted an excuse to exercise martial force against this nation. I think that idea is pretty killer.

I bet their escape from the city will be epic, and don't be afraid to kill one of them. The repercussions from murdering heads of state will be huge, and there's probably a veritable army surrounding them.

Blood will certainly be spilled.

Lots of Justice to be done here. Do they have a Paladin that is Lawful Good? Have him surrender himself and make a case for his party. If he rolls his words incorrectly, life in prison, or death. Honestly, if the country they were going to negotiate with doesn't go completely batshit, they might send a messenger to the country the heros were representing, telling the queen this tale. Then you'd have TWO powerful lands chasing them. All the better no?

This is also where tensions are just began to build up. It means either the government or the people want to fight. They just gave them an itching excuse. Who knows, maybe the queen wanted this to happen since She did bring adventures to pose as ambassadors.

It could certainly happen though. Maybe the ruler of the "attacker" country is in a tenuous political position and a tenuous political position and a war would make it worse. Or the country is near bankruptcy. Or the country has a significant minority that prefers the defender country. And so on...

So, because of these or other reasons, they could, for example, offer to let go of their claims on contested territories, come to the defense of the defender country for the next 5-10 years and/or offer significant concessions on trade agreements

That looks like the beginning a memorable campaign. Are the going back to the queen or are they just running away as fast as they can?

Have them spend their lives running away from punishment. From now on they can never be at ease. Wherever they go there is a chance that they will be recognized.

We ended on a serious cliff hanger, as i saw no way to end without it being on high tension. They just got done killing the government officials, and a guard heard the commotion, sounded the alarm. End of game for the week. Let them stew for until we meet to play again in two weeks

If I was the face player I'd have noted that for later and conjured up a plan to free the slaves or some such.

Now the as the DM can think of other reasons. Maybe they are really good, but slaves are a common thing. Slavery does not mean evil. It just means you treat Humans as you would any other animal. A land is allowed to have laws how it can treat it's property. I don't know what the two events are, but you could have the Queen being resource starved and requires the help of the adventures to stay afloat while she mends relations between both nations. With that could have a nice betrayal scene. Juicy!
