The point (of the rule... agreed that it's not OP's point) is that there are a ton of meaningless technicalities in law that can be disastrous to ignore, and developing the attention to detail necessary to avoid fucking your clients' shit up all starts with learning in law school to italicize the whole id.

Actually, this issue is exactly why I use italics instead of underlining. If I mis-italicize part of the cite, it is unlikely the reader will notice, but if I underline, it will be noticed by a sharp professor/clerk/partner/judge.
