Horror's a lategame beast since it can spam its laser beam all day long. But I think you really just play horror for its passive extra mutation. Mutation-wise, I'd say plutonium hunger is the best buy since you can get your rads from further away after killing an enemy with the beam. As for ultra mutations, Stalker's pretty bad since it does so little damage, Meltdown is good if you have a ultra weapon, but if not, just opt for Anomaly. Who can complain about quicker clears?

I just use Horror with Crown of Destiny. It makes so I have only 2 mutations to choose (Which IS actually pretty good, since I don't have problems when choosing them and it's either; Both are good, one of them is good, the other is bad, or both are bad. Either way, it's great early game.)

I think Horror Throne Butt should be picked really late game, seeing as the Rad Beam is not viable before getting the Ultra level.

Anomaly is the best Ultra, but Stalker and Meltdown are "choosable" I guess.

And for mutations, like I said, I just go with what destiny gives me.

Anyways, I'm not 100% sure on what Horror's meta is. I personally think he's a gambling character, who you work on for looping, and not for what you're tackling at the moment. You try and do the normal stuff, and then you work on buffing your active. What I usually do is take the throne butt, blood lust, plutonium hunger, and the Meltdown ultra. Then you play while using the beam sparingly until you get said ultra and get that bar pretty full. Then you spam it on loops. You get healing from enemies killed and your beam being on, and you get those rads back. Crown of blood's always ideal for looping, but especially in these situations, where you need to hit enemies. Take an automatic weapon, a spray and pray like the not so dirty anymore Dragon, or a double minigun. You can have another slot for a one shot destroyer like the SPC, which is ideal, or you can have a melee, or whatever suits your style.Then you use your beam and auto to wreck giant areas of enemies. It's really fun, but sorta difficult with the vans and stuff implemented now, and the beam takes quite a bit to get going to the point of ridiculous damage.

I don't normally play Horror, but I can tell stuff like Open Mind and Plutonium Hunger works somewhat well.

Horror expert here (see flair). Horror is the only character I ever play so I've got a pretty good feel for the dude.

The extra mutation options can make or break a run; they can be the difference between you getting what you need or not. I personally go with one weapon mutation and the rest as utility mutations (throne butt, back muscle, plutonium hunger etc.) Anomaly and Stalker are both good choices, one lets you not need to deal with the vans and the other get some pseudo-melting corpse explosions, but my ultra is always meltdown. It has fantastic synergy with throne butt, letting you dish out tons of dps with the rad beam while getting healed.

Speaking of the rad beam, it's my favorite thing ever. If you're conservative with your rads, the beam can save your life in a pinch or kill bosses like big bandit or lil hunter in seconds. In this video, that I recorded is (in my opinion) a terrible run being carried because the rad beam is so good. Though do be careful with it, as I sometimes find myself underleveled by the throne because I use the beam too carelessly.

Horror is the only character I play because no other character offers me the satisfaction of going up to big bandit's dumb face and killing him with my beam in 5 seconds. Overall, I'd say horror is pretty rad.
