It is a possibility that the mom has died or that she is unable to nurse adequately...it's also possible that this was all just set up for a cute picture. My bet is these are rescue kittens where mom had died or abandoned the kittens and now they are being hand raised and fed formula, it happens pretty often

Those kittens are too young to eat solid food. The milk in the bowl is KMR, kitten milk replacement. OP is acting as momma cat and syringe feeding. Once they reach five weeks they should be able to tackle wet food by themselves. These guys are either 1) orphans or 2) weren't making weight fast enough so they need a calorie booster or 3) momma cat can't provide them with enough milk for various reasons.
