You're right, I could probably have named the gif more precisely, sorry about that. I named it after the video clip it came from, and also linked to said video in the comments for those who want to see more. 'Paper marbling' would also point others in the direction of where I came across this, if they wanted to find out more about it or look for similar clips.

You make the design you're looking for, then dip something into it. The pattern usually transfers pretty cleanly to whatever you're trying to color, like this.

Not sure why OP's gif didn't show that, and why it's called 'paper' marbling (usually it's just called water marbling). But that's the general idea.

Because paper marbling is what they did a long time ago to books. The principle is the same, but what you're referring to is a more modern version of it. After the artist makes the design they put the paper on it and it'll transfer over and give it a "marble" look.

Yeah I don't know much about it beyond that. No one does it anymore though other than for restoration. I'm sure they treat the paper with chemicals or something to help with the process.

Yeah, as mentioned it's original use was to marble the outside of books. They do it still to this day on congressional papers and books so that no two are alike and can tell counterfeit books. It's really a neat process to see in person.

Mostly it was used as endpapers in books and sometimes as a cover material too. I'm a book conservator and we use it quite often in restoration.

Here's a much more recent video. This guy, Enrico Giannini, is my mom's ex boyfriend and he's an incredibly talented book binder as well. I've done a few papers myself when I visited my mom in Florence or when he would come to Miami for the Renaissance Fair in Vizcaya.
