Reading about this thing on reddit really doesn't make it clear how exactly this program works and how the money is given to Brazil.

Basically, Norway puts money into the Brazilian Amazon fund (which purpose is to: "provide support to projects to prevent, monitor and combat deforestation, as well as for the conservation and sustainable use of forests in the Amazon Biome"). This fund is governed by The Brazilian Development Bank, one of the world's largest development banks. BNDES is considered to be a very serious actor.

The amount of money Norway gives to them each year depends on how much deforestation has been reduced the previous year. Norway pledged to give $1 billion in total between 2008-2015 if Brazil met Norway's conditions for the amount of reduced deforestation, which they did. The money comes directly from Norway's development aid budget. Approximately 10% of this annual budget is spent on efforts to reduce deforestation around the world in programs like this example. Norway's official development assistance as a percentage of GDI was 1,07% in 2013.

The program has been criticised in Norway by some researchers because they don't think there's a direct causal effect between the money given and the amount of reduced deforestation, and because the Amazon fund is not spending the money fast enough on projects (the fund does not receive more money until they use up the money received the previous year). But overall Brazil has reduced their deforestation (mostly by doing a better job at stopping illegal deforestation), and the money that Norway has sent is being used for development projects (albeit slowly) so even if the money isn't directly affecting the amount of deforestation it's going to a good cause either way.

I understand you might not be serious. But many people actually think that Reddit karma has value and withhold even when it would provide benefit and productivity (eg, raising visibility for good comments that stem from such thread).

Besides, an audience shouldn't need to see a negative score to know if an opinion or idea is bad or not. The difference should speak for itself if one comment has a score of "1" and the next comment disagrees or clarifies and has a score of "1,000." From Brazil. Our president is about to be impeached with accusations of corruption, larceny election and lying about the numbers of her past term. Corruption is rampant, some people say we are about to go under Armed Forces intervention again. If you think this money is going somewhere other than corrupt politics and that any tree will be saved, think again!

EDIT: Alright them, this demands an edit cause this shit exploded and I can't answer every single comment. Let's brake this into parts so it gets easier to understand.

1- As you can see we have two types of brazillians that responded to this: A= those who defend Dilma and its party and deny any comment about recession, corruption, impeachment, inflation and so on. And B= the rest, people who want her out and can see how things are fucked up because of corruption. So be carefull, and check international sources, cause our own media is already fucked up.

2- I never said I support military intervention. Never. But it is in the constitution, and yes, it is a possibility, specially after the president tried to remove powers from the commanders of the three forces. She just kicked the hornet's nest with that one.

3- I don't advocate any parties, nor right nor left, not even PSDB, PMDB or any crap like that as someone said below. Corruption is everywhere and we are all aware of it. The president's party say it didn't create corruption (lol) and thats their excuse for all the shit that was discovered in the last few years.

4- You all heard about the fall of our greatest governmet company, Petrobras and how it lost billions of dollars in market value. Guess who was it's head before running for president? Dilma and she was already mentioned more than 11 times in the current investigation. Standard & Pools put our country in the "junk" section. The president has an aproval rate of around 10% (being generous), and the source is IBOPE, a government statistics research company.

Just to tie things up, the possibility of impeachment is very very high. The RUMOURS about military intervention are all over the place, and not just a few white rich elites as the lefts like to say. It's not a coup, everything is being carried under the rules of our constitution and in the constitution itself it has a tight gap that allows the military to take over. That's not what I want so stop attacking me petistas.

EDIT 2: Cut the crap with this "coup" bullshit. When PT and affiliates asked for the impeachment of Collor and FHC, you were all in that boat and no one said what you were doing was a coup, not even when they couldn't find shit about FHC. You are advocating your cause, that's fine, but do it in an honest and clean-fingered way. Specially in an international community like Reddit. You complained that I am spreading gossip and trying to do a disservice to my country, cut that crap! It's all over the news. Anyone can check the sources of what I said, about investigations, statistics and investigations. Even if you don't speak portuguese, it's not hard to find sources. We voted in a president with over 700 charges of corruption over him, who was fired by the previous president for said corruption. He also believes taking a shower cures the AIDS.

We have constant power outages, a toll system on our highways which no one wants and 60% of that revenue goes to an Austrian company. During all of this he was voted in again - by majority - for a second term.

He spent $20 million of taxpayer's money to upgrade his home with a swimming pool, amphitheatre, etc. and said they were security features.

That is just a small amount of the things our president and his party have done. Not to mention the plummeting of our currency, reduced tourism due to new policies they put in, and out crap education system that only requires you to get 30% to pass high school.

I'm studying Environmental science, and my environmental science professor brought up an interesting point about deforestation in Brazil. It's kind of messed up that all these highly developed countries turn around and tell a developing country to stop deforestation when that's exactly what those developed countries did hundreds of years ago. Paying them off is definitely an Interesting solution though, because I don't think it is fair for us to just call them horrible for exploiting their own resources when really they're just trying to get ahead. I'm doubtful that this will work without the proper politicians in place but, like I said its definitely an interesting solution to a shitty all around situation.

Which is to say, they just paid the last installment due to a continued decrease in official reports of deforestation.

The key is socializing the oil. Norway is the riches country in the world, or close, because they share the oil money. And 40% goes to conservation and investments, like this for instance. That fund is absolutely massive. Wish I was Norweigian.

Holy shit, so many clueless comments from brazilians that I'm ashamed to reveal I'm one.

This is a wonderful effort from Norway, and I don't know exactly how the program works, but I'd gladly accept the Norwegian government to be more active and strict on this, because chances are the money isn't being used as productively as it could be.
BUT, and this is a big but, to say no trees are saved and all the money is being stolen is flat out wrong and unhelpful, at the least.

Despite what the average brazilian watches on TV (from the one major source of news we have) and goes on rambling off their butts, there are many very serious entities and people working at public/governmental agencies.

We're far from perfect, but we're not half as bad as this stupid top 10% of the so-called "instructed" class makes it out to be.

It's wonderful what Norway is doing and I honestly would wish for them to be more watchful of how the money is spent, but considering what other poor countries do with the money help they get, we're not doing as much of a bad job as the "enlightnened" brazilian will tell you.
Most people here don't have the smallest clue how public spending works or how programs are made, put into action and then accounted for. Which is part of the reason why politicians (and public servants) will shit on their money.

For instance...
Our educational system is broken, yes, but at the same time we have a bunch of "old" public servants teachers who make 10x what a new servant makes, but works 10x less and actually drops the productivity on the ones trying to work. This is the truth about our country. New, good, people are trying to do their jobs on the dime because we have so many ancient servants cashing on this shit.
Bitches complain about everyone else but won't realize how much they fuck the system up. Hell, we have semi-analphabetic completely unproductive public servants with salaries ranging in the R$ 7k~20k monthly (notice our minimum wage is R$ 788). And we have A LOT of them.
This is as much of a cancer as our corrupt politicians. Our law system is pretty on point regarding most things, but when it comes to applying it, guess what? The Justice System (all public servants, we have no elections for any spot, even judges must undergo "open exams competitions") is completely inneficient at doing its job.
Hell, at work the other day we had to analyze a job-related process that's still running... from 1996. NINETEEN NINETY-SIX. Yes, you read that right, 1-9-9-6 because some employer didn't correctly pay its employee almost 20 years ago. HOW IS THIS ANY POLITICIAN'S FAULT!?

All this talk about how Norway "gave" Brazil $1 billion dollars since Brazil won't stop the deforestation. But since this is so much money, I'm pretty sure there is a contract involved here where Norway can demand a retur or somthing like that if Brazil fails to do their part of the deal.

Norway is smart as fuck. Very forward thinking. Another example is their sovereign wealth fund. Last I heard it has over $1M per citizen. They know their natural resources won't last forever.

But that should also be pointed out. Oil and gas production are the major sources of that wealth.
