This time we have decades of programming against us. Although I don't know how strong it really is in the end. The thing about refugees is that they are civilians. There is currently no conceivable policy shift in the EU that could allow the mass deportation of civilians. Other countries openly reject them and get away with it, like in Japan where they said after 11! refugees that they won't take any more. They will protect their Hitomi Tanakas.

Putin is the closest one, geographically. If he has to pick between 1) support West or 2) easy land grabsky I assume he will go for the second one.
