Not that I want to protect the corrupt media but it seems that the guy wanted to take the body to a less visible place (between rocks) so that he could examine the body, put it in a bag etc...

It's written "Crime scene investigation" behind him in Turkish. Also he wears gloves in the photo between the rocks.

The order of the photos look wrong.

That's not the correct procedure for a crime scene investigation. The 'corpse' is obviously placed there and all over our media for a reason.

If a dead body is found it's generally treated as a crime scene till it's figured out how it got there, so at the point of these photos, yes crime scene.

Not sure what OP is suggesting is a conspiracy tho, what difference does it make if it's a photo of a dead child among the rocks versus a photo of a dead child on the open sand?
