福島県大熊町 渡辺利綱 町長、千葉幸生 議長、東京都板橋区 坂本 健 区長を表敬訪問。( 平成24年11月21日)
福島県双葉郡大熊町・渡辺 町長、千葉 議長が東京都板橋区、坂本 健 区長を表敬訪問された。大熊町全域は福島第一原発の事故による放射能被害がもっとも深刻な町である。いまだ政府の放射能除染が曖昧な状況のなか、ひとつの希望を見いだしている。板橋区職員・理学博士 阿部宣男 氏のナノ純銀素粒子による放射能除染である。これまで何度も警戒区域に立入って低減実験を重ね、その全ての低減実験に成功している。特徴は核廃棄物を残さない事にある。ゼオライトや吸着剤を使用したこれまでの工法とは全くことなり、自然界の放射能レベルにもどすことにある。現段階でナノ純銀素粒子のメカニズムの解明が最大の課題となっている。表敬訪問された渡辺 町長、千葉 議長は言う。あゆる除染の工法を試みてみたい。その中でも阿部 博士の工法は核のゴミを出さないと伺っている。低減実験にも成功されていると聞く。大熊町はあと5年は帰還できない。その間に除染を成功させ一日も早く町民を帰してあげたい。

町民の疲労は極限にたっしている。政府の対応はあまりのも遅い。大熊町だけでなく警戒区域の町全体がそうである。政府は大熊町を核廃棄物最終処分場にする動きさえある。そんな事は絶対にさせたくない。可能性のある除染工法ならどんどん試していきたい。板橋区職員の阿部さんにはこれからも最善を尽くして頂き、福島の復興にむけて全力を尽くしてまいりたい。

Fukushima town mayor & chairman meets Itabashi Ward chief, discusses circumstances in exclusion zone. [Part 1]

Following the Fukushima Daiichi nuclear incident that occurred in March last year, the entire area of Okuma-machi has suffered severe damage due to radiation. Amidst of the vague situation of decontamination efforts by the government, town mayor Toshitsuna Watanabe and assembly chairman Yukio Chiba were at the Itabashi Ward office in hopes of discovering a way to remedy damage caused by radiation. 
The meeting with Ward chief Takeshi Sakamoto lasted for about an hour; several secretaries from the Ministry of Environment were also present. Dr Norio Abe, director of the Itabashi City Firefly Ecology Center, has been experimenting with the use of nanosilver particles to decontaminate radiation. He has repeatedly entered the exclusion zone of Okuma-machi, conducting mitigation experiments. Moreover, all of the experiments done so far have proved to be a success. Through Abe's decontamination method- unlike conventional techniques which involves the use of zeolite or other adsorption agents- no toxic by-product is left behind, radioactivity is also reverted to its natural background levels. At present, the nanosilver particles' mechanism remains to be understood and is certainly the greatest question of all.
Aware of the experiments' positive outcomes, Watanabe and Chiba has expressed their willingness of trying out Abe's technique. Under present circumstances, residents are unable to return to their homes for the next 5 years. They intend to make the decontamination efforts a success to allow the people to go back as soon as possible.

Mental strain on the former inhabitants is reaching their limits and yet, the government's response towards the situation has been sluggish. This applies, not only to Okuma-machi but to all towns located within the no-entry zone. 
Furthermore, the government also seems inclined to appoint Okuma-machi as the final disposal site for its nuclear waste; both Watanabe and Chiba are determined to prevent it by all means.
They look forward to putting Abe's method to the test, in hopes of more new possibilities. As for Abe himself, he seeks to do his best and strives toward Fukushima's road to recovery.
