That was a tactic during WW2. The Germans were technologically superior to the Russians, so they had to rely on numbers and overwhelming force to win. The counteroffensive at Kursk was just a massive charge by the Russians as the Germans were faltering. There were massive casualties, but it did the job. They had to adopt some pretty impractical tactics to win, involving sacrifices a lot of times. 2-3 T-34s would be sent on a suicide attack at a Tiger's front so others could flank it, and infantry would charge German lines to overwhelm them and break morale.
