Even though I submitted this as a response, I post it in a separate thread as well since it is such a big wall of text, so maybe more people will calm down and focus more on the game we all love.
Actually this is the biggest slap in the face I have ever gotten. All this is good for, is pushing the SA scene back yet again. I really didn't think the original thread was worth answering at first, since it is just so unreal. The original reddit thread:
https://www.reddit.com/r/DotA2/comments/3ieuzh/player_of_paingaming_giovanni_joow_federici/?limit=500
Pain's contact/player-Giovanni (as every other contact in the division) was given the division specific rules at the start of the season. The same document was posted in the America division 2 Skypegroup multiple times. They broke the rule they were not aware of, since he didn't go through what I linked, which imo for a professional and high tier team like Pain should be a given. The admin was at fault as well since he didn't know where the rule was coming from, which is not acceptable. I scolded them both since their lack of knowledge was partly responsible for this situation. As for the situation in the lobby, Pain was late in joining the lobby while their opponent TLC(Previously Loonatics, also SA, so discriminating against SA teams sounds really weird in this context) was ready, but one player could not join due to Dota 2 network issues. In this case BenQ made an incorrect decision, punishing only Pain Gaming for not being ready to start the game at 5+ minutes with a level one penalty, since he should have given penalty to both teams(the penalty is 30 seconds reduced bonus time in drafting). I was sick so I came online after going to bed since I couldn't sleep just to see the situation as it is and decided that the fairest way to handle it was to give the same penalty in game 2 to TLC. The rules for division 2 as reference: https://docs.google.com/spreadsheets/d/1zZ7Eb8cAVhL68t_rvnhg7dq-Ts7u3hjF_tO7L6rdE6E/edit?pli=1#gid=797804534
As for the SA comment, I am sorry but I don't have the time to follow all the SA scene, I am always talking about SA teams like that and they currently include my 16 teams in joinDOTA division 2. If a discussion between a division 2 player/manager/contact and a division 2 admin arises, it is safe to say that both are referring to the teams they are involved with (I meant SA teams in division 2 and my remark on them was based on personal experience through the last 3 seasons). As an explanation to that, many teams don't read the links (like in this case with the rules), don't provide the necessary information or just don't respond at all while afterwards take exceptions and leniency for granted. This behavior has increased in this season and although I have always been soft and bent the rules as much as possible to accommodate the team preferences, it doesn't feel right to do so if the teams/managers/contacts don't put the same dedication into it.
As for my opinion on the discriminating aspect. As I said,it is the biggest slap in the face I have ever gotten. The season before last our American division 1-2 head admin had real life matters to attend to so he had to leave the staff. With no replacement at the time from the Americas, I was asked to take over division 2 at first since I was active and trustworthy, even though I was from Europe. I tried my hardest to get to know my teams and to keep the groups' transition smooth, but ofc there were issues. Still I made it work somehow, My Asian and European counterparts (Helga and Mulerio) helped an awful lot but at that time people hosted if they had some free time besides doing their division activities and since the majority of the crew is from Europe or similar timezone, there was basically nobody among the few hosting people who could do it in addition to the European and Asian divisions. Also even though hosting is not that difficult, it takes up a significant amount of time overall. At the time everybody had their obligations at joinDOTA and you can't ask a volunteer to sacrifice real life commitments for the games to be hosted in addition to their normal task, unless it is something they want to do. At that time this meant no hosted games, no coverage for the teams through casters, no possibility to watch the matches in game. I felt it unfair, since many of the teams worked really hard to get there, some as hard as tier 1 teams, with almost 0 appreciation. So I completely changed my lifestyle and daily routine to give the scene (NA and SA) more coverage, to show at least a handful of people that these teams exist and some of them are really good. I pushed my days forward, meaning I decided to cover the matches up to 8 PM EST/EDT(2 AM here) which usually ended 5 AM CET/CEST here. I hosted the whole season mostly alone, just as many others in the scene, due to passion and for no reward whatsoever. Also I hosted SA matches over NA before I learned how I can dual-host, because it seemed there were more problems with those matches mostly due to the language barrier or server issues or in some cases being overenthusiastic and misunderstanding/overreacting something. That's why I started giving SA teams a bit more slack, it didn't feel fair that these issues get in the way of hardworking teams. Last season we implemented the system of separate hosting admins even for division 2 with much stricter division rules to implement some sort of consistency and to somewhat teach teams what commitments they have to make when going professional (Also stricter rules made our decision-making a bit easier, and not everything had to be case by case so teams couldn't use other exceptions as excuses for their wrongdoing anymore). The new hosting admins in last season were volunteers just like me, but the number was limited, so last season was very similar to the previous one, I had to keep the 5AM bedtime and I was in the lobby for many games hosted by other admins and stuck around, so I can handle any issues right away so the teams won't get deflossed after they played the match and to keep an eye on how admins are doing. I am not as young as many of the people involved with the scene (that's one of the reasons I gave up on competitive play), so the changed sleeping schedule pretty much made me a zombie during most days, but at first it was basically either me hosting, or the teams so it was a no-brainer. This season my work schedule completely changed, so it was not my choice anymore to host these matches or not.
After all of this, I am and through me JD is accused with this ridiculous racism and Xenobleh only proves that the emotions drive many people not to think, but to feel mistreated by reading out of context lines and jumping on the racism and hate train right away. Even if something like this happens and you feel you have been wronged, if you want to go professional, in many cases you will have to put emotions aside. Also at some point people will have to learn that these media tools are only good for stamping yourself for the future. If you want to act as professionals, turning to the masses without real investigation is the worst thing you can do.
While we play dota mostly for passion, that same emotional overload is the same thing that holds many people (including me on occasion) back in playing and leads to blame everything but ourselves for whatever unfortunate thing happens to us be it in game or in life.
Edited: Team abbreviation, I mixed up with KLT, my bad. They are in a separate SA group together, this is the match page. http://www.joindota.com/en/matches/167485-tlc-vs-pain-gaming
