Go learn how Valve works. No one, not even Gabe is a boss according to Valve policy. There is no policy that says who becomes a leader and who isn't. The people that are leaders there do so because that is what benefits the company the most, but that is what the Valve employees decide on their own. They aren't bound by written rules in the handbook telling them they have to stick with it. They do it, because that is what they know to be in the best interest of the company, they don't need the company telling them that. That's why Valve hires particular people who need to be spoonfed every rule because they're too stupid to decide for themselves what is right and what is wrong.
