The larger block size triggers in the XT client when 750 of the last 1000 mined blocks are mined on an XT node. So basically, only miners can vote. The relay nodes doesn't matter at all when it comes to the block size. So basically, there's a handful of Chinese miners who actually decide. Unless some small miners are really really lucky and manages to score a whole bunch of blocks in a row.

Last time I checked xtnodes.com (it seems to down not due to DDOS, something something free market) they had managed to mine 3 blocks in the last 1000. So it seems like the miners are not biting. Some claim that they have updated but are hiding it to see where the consensus swings. I honestly think that they don't really care. Updating cost money and so far has no real advantage for them, only higher costs. So they have no reason to switch unless a majority of their userbase wants it. They just follow the money and nothing else.
