Absolutely. If the man has custody of the child, he can often get child support from the mother.

The law is gender neutral, but being bad with money isn't an excuse to not provide for a child you helped make.

No, you don't get to opt out because you spent too much on your education. The kid still needs food. If you are disabled, you may not have to pay.

As for minors, probably, but it may depend on jurisdiction. If they do not have to pay before they are 18, they would be responsible once they turn 18.

When does a man have to pay for child support?

Are their any circumstances where a man can opt out of child support, like if he doesn't have a job of has over $100,000 in student debt? Also, does a minor have to pay child support?

The answer is when a court orders him or her to and depends on jurisdiction. In some places the parents of the minor can be ordered to support.

The great state of Kansas has a case where a 12 year old child impregnated his babysitter, and the court held that he owed her child support.

Very likely. I would start paying child support before you get into the realm of criminal non-support of a child. In my jurisdiction, that's 30 days in jail for not paying child support.
