This has pretty much always been the policy AFAIK. It wasn't something just started in the past 10 years or so. I know when I went when I was 6 there was a guy who was turned away at the gates for dressing up, and this was even on Halloween. Maybe the guy brought in the costume, and changed in the park. Even then I know this is a policy most Disney employees are aware of and enforce pretty strictly.

Disney takes child safety very seriously, a friend of mine had his kid go missing at Disney World and they escorted him into a "War-Games like" command center with cameras all over the park. They found the kid within ~10 minutes.

The entire park is wired, and they have an entire army of security people that are networked together.
