This is exactly right. Most people don't realize that even a moderate speed is enough to snap a bone. It's not like in video games or cartoons/movies.

In fact, a very common way many children break their feet/legs is from the friction of their shoes catching against playground slides as they slide down (usually on a parent's lap). Here is an article on it. Now compare the speed a kid slides down a slide to free-falling off a building... Your leg would snap to pieces like a pretzel.

Doubt it. Parkour/building climbing is almost exclusively done ropeless. It is very hard to effectively use a rope in a situation like this. The rope would need to be anchored to something high above him, and depending on which jump he falls in, he could be in for a serious swing. We also don't see the rope and he doesn't appear to be wearing any sort of harness. Back harnesses exist but are seldom used.

Anyone with any training in industrial fall protection should know better.

This man is moving in a straight line along the building.

If I assumed he was tied off and anchored, his rope must be behind him as it doesn't appear on camera.

As he moves along, his lifeline must be pulled along behind him (which is a hazard as it creates drag and could snag).

Assuming that his initial position had a straight line from his anchor to him, every step along the building requires more rope and creates what's called a "swing fall radius".

If you fall at one extreme, you can now swing back to the other extreme. You can crash into things, or your harness can hurt you at the end of every extreme movement.
