Jpan, a country that swore off offensive warfare after World WarII, took its first step down a very different path Thursday by passinglegislation giving its military the power to engage in combat overseas. That¡Çssomething the Pentagon has wanted for years, and it couldbe very good news for U.S. defensecontractors.
In January, the government of conservative Japanese Prime MinisterShinzo Abe endorsed a defense budget of nearly 5 trillionyen, or $42 billion, continuing a three-year growth trend after nearly a decade of decline. Thesum still represents a small portion of Japan¡Çs GDP — itaccounts for just one percent of it, according to the World Bank — but becauseoffensive military action is prohibited by Japan¡Çsconstitution, even a modest increase is controversial. Protesters rallied against the shift outsideparliament Wednesday, the night before 11 controversial security-related billswere pushed through that will give Japan¡Çs militarythe power to engage in more than just defensive actions.
This year¡Çs defense budget is part of a larger push to improve Japan¡Çs militarycapabilities. Abe has promised to spend 24.7 trillion yen, or $240billion, between 2014 and 2019 on new warplanes, naval vessels, and drones,including American-made F-22s, F-35s, and Global Hawk drones. He¡Çs also formedan advisory board, modeled after the U.S. National SecurityCouncil, to advise him on security matters.
The United States and Japan have beenallies since shortly after World War II. In April, as Abe visited Washington, officialsfrom both countries vowed to strengthen those ties.
¡ÈWhat should we call this, if not a miracle of history? Enemiesthat had fought each other so fiercely have become friends bonded in spirit,¡É Abe toldU.S. lawmakersduring a joint session of Congress.
During the same visit, the United States and Japan unveiled anewagreement, the JointDefense Guidelines, which will allow greater military cooperation between thecountries. As part of the deal, Japan agreed toshoot down missiles heading toward U.S. territory,even if Japan itselfisn¡Çt under attack. U.S. andJapanese military staffs can now work more closely.
When the partnership was announced, Secretary of State John Kerryand Defense Secretary Ash Carter and their Japanese counterparts, ForeignAffairs Minister Fumio Kishida and Minister of Defense Gen Nakatani,released a joint statement saying the newguidelines showcase ¡Èthe ironclad U.S. commitmentto the defense of Japan, throughthe full range of U.S. militarycapabilities, including nuclear and conventional.¡É
There¡Çs a very specific reason that Tokyo and United States, which is currentlyattempting to reallocate more military resources to the region,are increasing their military cooperation: China. Tokyo is engagedin a tensestandoff with Beijing over thecontested Senkaku islands in the East China Sea. China, whichcalls them the Diaoyu, has also been building a series of concrete runways capable of handling military planes inthe South China Sea¡Çs contested waters.The two nations have been engaged in an increasingly sharp-edged war of words,and Beijing reactedharshly to this week¡Çs vote.
¡ÈWe solemnly urge the Japanese side to draw hard lessons fromhistory, stick to the path of peaceful development, respect the major securityconcerns of its Asian neighbors, and refrain from jeopardizing China¡Çssovereignty and security interests or crippling regional peace and stability,¡ÉHua Chunying, a Chinese Foreign Ministry spokeswoman, said in a statement after the lower house approved themeasures Thursday.
For the moment, the idea of Japan jeopardizingChina¡Çssovereignty anytime soon is a bit laughable. Reports indicate that Beijing¡Çs 2015defense budget increased 10 percent to around $145 billion, second only to the United States.
But $240 billion can buy Tokyo a lot ofnew equipment, whichcould be good for American defense contractors. F-35s are made by LockheedMartin, based in Texas, and theMarine vehicles are manufactured by BAE Systems, based in Northern Virginia.
Tokyo also plansto buy U.S.-based Northrop Grumman¡Çs Global Hawk drones. It¡Çs also developingtwo Aegis radar-equipped destroyers and missile defense system with Washington. Those aremade by Lockheed.
Japan¡Çs embassyin Washington did notrespond to a request for comment on Thursday¡Çs vote.
The rise of China¡Çsmilitary, and the perceived decline of the Pentagon¡Çs, is a key talking pointcited by Abe¡Çs allies pushing for the change. Last year, Yosuke Isozaki, asecurity advisor to Abe, said the United States ¡Ècan no longer affordto play the world¡Çs policeman.¡É
¡ÈThis is no longer an era when Japan ispermitted to do nothing and count on America to protectus. It¡Çs become extremely important we do our own share alongside the U.S.,¡É he said.
