I don't think so. His website and twitter are easily found. I looked into this when it was brought up before and there is no evidence he is a member of supporter of ISIS. Rather, it looks like he is some sort of art student type.

    The "salute" you're seeing is a normal thing in many countries, including but not limited to Belgium, the Netherlands, France (where the guy is from) and the UK.

    I've seen it in Manchester many times when I was there. They do it in the clubbing scene when they've got a beer in their hands or when someone is across the street for example. It's the same in Denmark.

    Yes, that role I've commonly found occupied by the apparently obscure (as you completely failed to see it in my previous answer) gesture know as the "wave", which involves alternating lateral movement of an open-palmed raised hand.

    The gesture you are referring to I believed up until you enlightened me to be primarily confined to young schoolchildren wishing to ask or asnwer a question, but I guess I was wrong.
