Government provides the infrastructure and the subsidies to allow the creation of things like the internet, private companies do the actual creation. Hard to have one without the other.

Would it actually be considered "poisoning" alcohol? I'd imagine that would mean making something not poisonous into something that is poisonous but...alcohol is a poison.

Well when they dumped actual poison into it for the purposes of killing people, and succeeded at killing 10,000, I think that's a little different.
